📝 Add development cycle design and session artifacts for issue #5

First-pass design doc codifying the Spire development cycle: six stages
(brainstorm → research → design → plan → athanor → review), review
decision tree, Athanor queuing rules, workpad mapping. Session journal
and fix reports included.
